The Blueprint is a decision document for that choice: it names the universities to partner with next, the field that justifies each one, and the route that would fund it.

Every university knows its rankings. Almost none knows its network.

Most universities can name their partners. Very few can say which ones pay.

Your partnership strategy is a record of who visited. This is a map of who matters.

The partners you should win next are already in the open record. From inside one institution, they are invisible.

Every point in your standing, broken down, measured against the five universities the index places closest to you, not a peer set chosen to flatter.

It cannot move your position. That is the point.

The index is free and public. A partnership never changes your position, your band, or any other university's, and the Blueprint says so on its own final page.

Every figure carries its source and the place you can check it. Corrections are free, published, and not conditional on a commercial relationship.

Built on open data anyone can rebuild: the open scholarly record, CORDIS and NIH award data. No survey, no votes, no licensed dataset that spend could influence.

Where a multi-campus system pools output across siblings, the Blueprint says so on page two rather than leaving you to discover it.

"Is this the paid version of the ranking?"

No, and it cannot be. The ranking is free, the method is published in advance, and nothing in a partnership touches a score. That is a structural fact, not a promise.

"We have partnership agreements covering this."

So does everyone. The question the Blueprint answers is which of them carry citation impact and which are volume without return, and that is a page in the document, not a claim in a brochure.
