Heat pumps are at the heart of the clean energy transition in buildings, offering a highly efficient alternative to fossil-fuel-based heating systems. As buildings account for a significant share of global energy use and CO2 output, widespread adoption of heat pumps is essential to meet climate targets. But technology alone isn’t enough and robust testing method that resist manipulation is critical to empower policymakers, guide incentives, and protect consumers. The current testing method often relies on third party-set parameters, which can obscure the behaviour of a heat pump in everyday use. A novel testing approach, the compensation method, aims to eliminate this ambiguity. This project supports European Standardisation Organisations in refining the compensation method through Round Robin Tests, identifying product subtypes that pose testing challenges, and closing critical knowledge gaps before regulatory adoption. By anchoring heat pump testing in realism and integrity, the Horizon project safeguards consumer trust, levels the playing field for manufacturers, and strengthens the EU’s climate ambitions. It’s not just a technical upgrade—it’s a cornerstone for credible, enforceable energy efficiency policy.
