EuroTPC · European Participation in the international Trillion Parameter Consortium for HPC-AI

The Trillion Parameter Consortium (TPC) launched in 2023 promotes open, collaborative research on the development of large language models (LLMs) for science, which are expected to significantly impact scientific research, industrial applications, and public services in the years ahead. The TPC’s ambition is to build openly available LLMs that rival the largest private ones, through a coordinated, community-driven effort involving partners around the world.European partners have contributed to the TPC since its inception, and the EuroTPC project will further strengthen EU collaboration within the initiative by establishing a TPC Office in Europe. This office will serve as a central point of contact, and coordinate EU participation in the consortium. EuroTPC will also establish Advisory Boards of experts from EU AI Factories and EuroHPC centres to ensure alignment, increase synergies and provide strategic guidance. European participation in TPC working groups on topics such as model architecture, training efficiency and safety assessment will also be promoted. Finally, the TPC Roadmap for Europe, in coordination with the InPEx initiative, will define key milestones, investment needs, and policy measures.Structured into four work packages: overall EuroTPC management; support and engagement of TPC governance and research; events, engagement and outreach; and dissemination and impact, EuroTPC will ensure that European stakeholders are effectively integrated into the TPC’s governance and technical activities and make meaningful contributions. Through this coordinated effort, EuroTPC will help influence the global TPC agenda in line with The EU’s AI Continent Strategy, aiming to position Europe as a global leader in trustworthy, human-centric, and sovereign AI. The consortium is led by BSC and includes four other leading institutions with complementary expertise in HPC, AI, and innovation, CSC, CINECA, Neovia and BADW-LRZ.
