ECCSEL PP2 · European Carbon Dioxide Capture and Storage Laboratory Infrastructure - Preparatory Phase 2

The proposed project constitutes the second part of a preparatory project aimed at forming a new distributed research infrastructure devoted to world-class experimental research pertaining to CCS. The project will bring the new research infrastructure up to the level of legal and financial maturity. Pursuant to this endeavour, a consortium has been established to provide the techno-economic, legal and commercial framework required to shift from planning to operation of the pan-European Carbon Dioxide Capture and Storage Laboratory, ECCSEL.The consortium will settle all prerequisites associated with the organising and structuring of the new research infrastructure operating under a joint hallmark, ECCSEL. Efforts will be diverted towards management planning, governance, financing, legal issues, strategy and technical work. This will be made in due accordance with the project idea and the vision of ECCSEL, pursuant to objectives and targets as stated in the proposal.Emphasis will be placed ona) outlining and preparing the commercial setting of ECCSEL (to be established in 2015) – resulting in the format of a prospectus (ECCSEL Business Plan),b) implementation planning of the research infrastructure – as required to form ECCSEL,c) knowledge and innovation management in science and technology pertaining tothe systemic handling of distributed research laboratory facilitiesimprovement of the research infrastructure and its related servicessecond (and third) generation CCS technology – aiming especially to reduce the energy penalty, lowering the cost of electricity (or industrial yields) and cutting the lead time for CCS.The consortium, made up by world-leading research and demonstration providers within the field of carbon dioxide capture and storage (CCS), offers an extensive collection of profound knowledge and experience within CCS-related research.
